New operator of Ukraine's GTS will have to buy 4.7 bcm of buffer gas from Naftogaz

The new operator of Ukraine's gas transportation system (GTS) will have to resolve the issue of finding financing for the purchase of almost 4.7 billion cubic meters (bcm) of buffer gas from Naftogaz Ukrainy.

"Among other things, it is necessary to resolve the issue of purchasing and financing almost 4.7 billion cubic meters of natural gas from Naftogaz, which at present is used free of charge by Ukrtransgaz to ensure the standard level of buffer gas," the report says.

As reported, the Energy Community, the European Commission and the World Bank spoke out against the temporary transfer of PJSC Main Gas Pipelines of Ukraine to the management of Naftogaz Ukrainy.

At the same time, they proposed for the transition period (until the end of 2019, while the contract on gas transit between Naftogaz and Russian Gazprom is valid) to form the supervisory boards of Main Gas Pipelines of Ukraine and Ukrtransgaz with the same individuals, as well as to provide financial independence of these boards.

In addition, according to these organizations, within preparation for unbundling, it is necessary to ensure greater independence of gas transportation activities in the structure of Ukrtransgaz.
